Bill name and endorsement
Congressman Eli Crane of Arizona has introduced this bill called ‘End H-1B Visa Abuse Act of 2026′. Seven other Republican lawmakers have co-sponsored it. They include Texas’ Brian Babin, Brandon Gill, Wesley Hunt, Keith Self, Tennessee’s Andy Ogles, Arizona’s Paul Gosser and California’s Tom McClintock.
What are the proposals in the bill?
This bill seeks to bring many major changes to the H-1B visa program.
The number of visas issued each year should be reduced from 65,000 to only 25,000.
A minimum salary of $2 lakh per annum should be mandatory.
H-1B visa holders cannot bring their families (dependents) to the US.
Abolish the lottery system and grant visas based on salary.
The company must prove that US workers are unavailable and have not been recently laid off.
H-1B visa holders cannot work in more than one location.
Third-party staffing agencies cannot hire them.
Government departments should not be able to employ foreign workers.
Optional Practical Training (OPT) must be completed.
Converting from H-1B to Green Card (permanent residence) can be difficult.
The person must leave the US before changing the visa.
What will be the effect on Indians?
The H-1B visa is most commonly used by Indian tech professionals. American tech companies employ a large number of Indian engineers and healthcare professionals. If this bill is passed, the jobs of thousands of Indians living in the US and their families may be affected.
Especially for Indians who have been waiting for a green card for years (some up to 20 years), this bill could be very damaging.
What do MPs have to say?
Congressman Eli Crane said, ‘Government should work for American citizens, not for the profits of big companies. We must fix the H-1B system so that qualified American workers are not thrown out of a job.’ Paul Gosser alleged that the H-1B program had been “hijacked” to replace American workers with cheaper foreign workers.
Andy Ogles said, ‘We will not bow to the companies. Americans will not be allowed to become strangers in their own country. End the H-1B scam.
Is it possible?
Houston immigration attorney Rahul Reddy said Congress has the right to block the visa program. If Congress freezes it, the government will have to implement it, but if the bill goes into effect, people with H-1B visas will either have to leave the US or get another visa.
Reddy warned that the bill could also raise constitutional questions for Indians stuck in the green card backlog.
